Insulation Rebates 2025: How to Get 30%+ Back on Attic and Wall Insulation

The IRA's 25C credit covers 30% of insulation costs up to $1,200 per year, and many utilities add additional rebates. For homeowners with under-insulated attics, the combination can cover half the project cost.

Insulation upgrades have one of the fastest payback periods of any home improvement — typically 3–7 years — and the 2025 incentive stack makes them even more attractive.

Federal 25C Credit for Insulation

The IRA 25C credit applies to insulation and air sealing materials:

  • Credit: 30% of the cost of qualifying insulation materials and installation
  • Annual maximum: $1,200 (combined with other efficiency improvements like windows and HVAC)
  • Qualifying materials: Fiberglass, cellulose, spray foam, mineral wool installed in walls, ceilings, floors, and attics
  • Applies to: Primary residence; existing homes (not new construction)

What's included: The IRS guidance includes both materials AND installation labor for insulation. This is more generous than the windows credit, which also covers labor.

Annual reset: Like other 25C credits, this resets each year. A large insulation project can be spread across two years to capture $1,200 × 2 = $2,400 in total credits.

Many utilities offer direct cash rebates for insulation upgrades, often on top of the federal credit:

Most programs require a home energy audit before work begins. This audit (usually free through the utility program) identifies exactly where your home is losing energy and what upgrades will deliver the highest savings.

How to Claim the 25C Insulation Credit

  1. Keep all documentation: Contractor invoice, material receipts, and R-value specifications
  2. Verify eligibility: Materials must be specifically installed to "improve the building envelope" (walls, floors, ceilings) — interior décor insulation doesn't qualify
  3. File Form 5695: The credit is claimed under Part II of Form 5695 in the same category as windows and doors (the $1,200 combined annual cap applies)
  4. Keep records 3 years: Standard IRS audit window for home improvement credits

The HEEHRA Low-Income Insulation Rebate

For households below 150% of area median income, the IRA's HEEHRA program provides additional rebates:

  • Up to $1,600 for insulation and air sealing
  • Administered by state energy offices
  • Available as point-of-sale rebates in states that have launched the program

HEEHRA and the 25C tax credit can be stacked, making insulation upgrades effectively free for many income-eligible households.
